CARE Egypt Foundation (CEF) is a non-governmental organization registered with the Central Administration of Associations and Federations at the Ministry of Social Solidarity under registration number 2018/833.
CARE Egypt Foundation builds on and benefits from the legacy and expertise of CARE International in Egypt, which extends back to 1954. The Foundation assumes responsibility for designing, implementing, and managing development programs and projects aimed at improving living conditions and quality of life. This is achieved by responding to and addressing the root causes of poverty and meeting the most urgent needs of the poor and marginalized groups in Egypt, using a sustainable approach consistent with local and national cultures, realities, and local and national contexts.
“Roots of Sustainability” Project:
The “Roots of Sustainability” project is implemented by CARE Egypt Foundation (CEF) and is funded by the German Agency for International Cooperation (GIZ).
The project aims to build and strengthen the institutional capacities of 10 partner non-governmental organizations to enable them to design, implement and manage sustainable environmental initiatives, particularly in the areas of solid waste management, promoting circular economy practices, and raising environmental awareness in local communities.
“Agricultural & Solid Waste Management and Recycling and Circular Economy Applications” Training for Partner NGOs:
Within the framework of the Roots of Sustainability project implemented by CARE Egypt Foundation (CEF) with the support of the German Agency for International Cooperation (GIZ), work is under way to strengthen the capacities of ten local partner NGOs in Assiut Governorate, to improve their institutional, technical, financial and operational capacities, and to ensure their environmental initiatives are implemented effectively and in line with the requirements of the project and the donor.
Technical capacities in waste management and recycling are essential to the success and sustainability of the partner organizations’ initiatives. The ten organizations are implementing real initiatives that include producing compost from agricultural waste, operating small recycling units, waste collection and transport campaigns, operating agricultural waste shredding and cutting equipment, and related community awareness activities. Their teams need standardized technical knowledge and skills to ensure these initiatives are operated with quality, safety and efficiency, in line with the donor’s environmental priorities.
Accordingly, CARE Egypt Foundation is seeking to contract a qualified consultant/service provider to design and deliver a practical, interactive training program on “Agricultural & Solid Waste Management and Recycling and Circular Economy Applications”, targeting the partner NGOs under the Roots of Sustainability project.
Objective of the Assignment:
This training program aims to strengthen the technical capacities of participants from the partner NGOs to plan, operate and manage their environmental initiatives with quality and safety, through two specialized training tracks: one on agricultural waste recycling and one on solid waste management and recycling, applying circular economy principles in both tracks, in line with the project’s logical framework and the priorities of CARE Egypt Foundation and the environmental donor.
The training aims to sharpen the participants’ practical knowledge and skills in the following areas:
- Understanding the fundamentals of solid waste management and circular economy principles and their community applications.
- Acquiring practical skills in sorting, collecting and recycling agricultural and solid waste.
- Operating and managing small recycling initiatives and units efficiently and safely.
- Applying occupational safety and health requirements in handling waste and equipment.
- Designing effective community awareness activities linked to the environmental initiatives and behavior change.
- Measuring and documenting the results of environmental initiatives with clear indicators and means of verification (quantities of waste collected and recycled, and beneficiaries).
- Linking the organizations’ initiatives to the relevant national frameworks (the National Circular Economy Action Plan and Egypt Vision 2030) and the donor’s priorities.
- Preparing practical application plans that ensure the sustainability of the initiatives after the project ends.
Scope of Work and Deliverables:
- Preparation Phase:
The consultant/service provider will undertake the following tasks:
- Reviewing the relevant documents, including the project logical framework, summaries of the partner organizations’ initiatives and work plans, and the lists of equipment funded under the project.
- Developing a comprehensive training program and an integrated methodology for technical training on agricultural and solid waste management and recycling and circular economy applications.
- Preparing pre- and post-training assessment tools to measure participants’ knowledge and learning progress.
- Designing a bilingual training program where needed, prioritizing Arabic while retaining key technical terms in English where necessary.
- Preparing presentations, facilitation materials, practical exercises and case studies drawn from the partner organizations’ actual initiatives (compost production, recycling units, collection and transport campaigns, and shredding equipment).
- Developing a practical toolkit including, for example: a simplified operations manual for the initiatives, a sorting and collection plan template, an occupational safety and health requirements checklist, a waste and products quantity log template, and a post-training application plan template.
- Submitting the proposed training program and materials to CARE Egypt Foundation for review and approval before delivery.
- Training Delivery:
The training will be delivered in two specialized tracks of three training days each: the first track on agricultural waste recycling, targeting the organizations working in compost, fodder and shredding equipment; and the second track on solid waste management and recycling, targeting the organizations working in sorting, collection, transport and community awareness. The ten organizations will be distributed across the two tracks according to the nature of their initiatives, in coordination with CARE Egypt Foundation. The training will cover the following topics, including but not limited to:
Topics common to both tracks: circular economy concepts and their community applications; occupational safety and health in handling waste and equipment; documenting initiatives and measuring their results (quantities, beneficiaries and means of verification); integrating gender, inclusion and safeguarding; and the sustainability of initiatives and their linkage to the National Circular Economy Action Plan and Egypt Vision 2030.
Track 1 – Agricultural Waste Recycling (3 training days):
- Fundamentals of agricultural waste: types, sources and possible value chains in the rural context of Upper Egypt.
- Compost production (compost piles): design, operation, monitoring and product quality control.
- Non-conventional fodder and silage, and the safe operation of shredding, cutting and pressing equipment.
- Feasibility and marketing fundamentals for agricultural recycling products (compost and fodder) and revenue-generating operating models.
Track 2 – Solid Waste Management and Recycling (3 training days):
- The local solid waste management system: sorting at source, collection and transport, and coordination with local units and sanitation departments.
- Organizing community collection campaigns, training and equipping collection and sanitation workers, and work tools and equipment.
- Solid waste recycling opportunities and the operation of small collection and sorting points and units.
- Community awareness, environmental behavior change, and linking the initiatives to schools, local units and stakeholders.
- An applied exercise within each track reflecting the actual initiative of each participating organization.
- Preparing a practical application plan for each organization to operate or develop its initiative after the training.
The training methodology should:
- Applying participatory and adult learning methods.
- Including practical examples and real case studies relevant to the environmental initiatives and the partner NGOs.
- Using real cases and sites from the partner organizations’ initiatives for analysis and application, with the possibility of including a practical field demonstration of one of the initiatives if feasible.
- Encouraging active participation through discussions, group work, simulations and practical exercises.
- Focusing on practical application and applied learning rather than theoretical concepts only.
- Providing practical tools, templates and forms that participants can use directly within their organizations after the training.
The consultant/service provider is also expected to:
- Support participants in preparing a practical application plan for their organization’s initiative during the training, using actual data and cases from their sub-projects.
- Provide technical guidance and hands-on training during the sessions, with practical feedback to participants on the quality of narrative, evidence and consistency.
- Reporting:
The consultant/service provider commits to the following:
- Conducting pre- and post-training assessments of participants and analyzing their results.
- Providing all training materials, tools and templates in an editable format.
- Providing attendance sheets and workshop documentation.
- Submitting a final narrative report that includes the following:
- A summary of the activities delivered and the methodology used.
- The number and characteristics of participants and the organisations represented.
- The results of the pre- and post-training assessments and the key conclusions.
- Participants’ feedback, training evaluation results and challenges.
- An analysis of learning and the remaining technical gaps in the partner organisations’ management and operation of their initiatives.
- Practical recommendations to improve the operation, efficiency and sustainability of the environmental initiatives.
- A brief follow-up plan or proposed action points for each organisation or for the group as a whole, as feasible during the training.
- Supporting annexes, including the agenda, attendance sheets, assessment tools, and copies of the tools and templates used.
- Post-Training Technical Follow-up and Review of the Organizations’ Final Reports:
- After the training, the consultant/service provider commits to reviewing the application plans prepared by the partner organizations during the training and providing written technical feedback on them within two weeks of the end of the training, within the assignment days specified in the level of effort.
Deliverables:
The consultant/service provider will submit the following deliverables:
- The training agenda and methodology.
- A comprehensive training package and facilitation materials.
- The pre- and post-training assessment tools and results.
- Attendance records and workshop documentation.
- The practical toolkit and templates for managing and operating the recycling initiatives, in an editable format.
- A practical application plan from each participating group/organization, according to the training design.
- The final narrative report, including findings, recommendations and supporting annexes.
- Reviewing the application plans submitted by the partner organizations and providing written technical feedback on them within two weeks of the end of the training.
- Providing written technical comments to each organization on its application plan, covering strengths, gaps and recommendations.
- Preparing a brief analytical summary of the main common technical gaps, the lessons learned, and general recommendations to improve the implementation of the environmental initiatives.
