Roots of Sustainability:

“Roots of Sustainability” project, funded by the German Agency for International Cooperation, aims to strengthen the capacities of non-governmental organizations working in the environmental field in Upper Egypt

The project aims to build and strengthen the institutional capacities of 10 partner non-governmental organizations to enable them to design, implement and manage sustainable environmental initiatives, particularly in the areas of solid waste management, promoting circular economy practices, and raising environmental awareness in local communities.

Financial Capacity Building Training for Local NGOs:

Within the framework of the project [Roots of Sustainability] implemented by CARE Egypt Foundation (CEF) with support from GIZ, selected local NGOs are being strengthened to enhance their institutional, financial, and operational capacities.

 

In line with GIZ’s principles of accountability, transparency, and results-based management, strengthening financial management systems is critical to ensure effective use of resources, compliance with donor regulations, and alignment with Egyptian legal frameworks, including NGO Law 149/2019 and related executive regulations.

To address identified financial capacity gaps, CARE Egypt Foundation (CEF) seeks to contract a qualified consultant to deliver a structured Financial Capacity Building Training for partner NGOs.

Objective of the Assignment:

To enhance the financial management capacities of participating local NGOs, enabling them to effectively plan, manage, monitor, and report on project funds in compliance with:

  • Financial requirements and donor regulations
  • Egyptian tax regulations (VAT and withholding tax)
  • NGO Law 149/2019 and its executive regulations
  • Electronic invoicing requirements

Scope of Work and Deliverables:

  1. Preparation Phase

The consultant shall:

  • Review existing financial policies and procedures (if available)
  • Develop a tailored training concept and detailed agenda
  • Submit an inception note outlining methodology, work plan, and expected outputs
  1. Training Delivery

Deliver an interactive and practice-oriented workshop covering:

 

  1. Financial management principles for NGOs (accountability, segregation of duties, transparency)
  2. Budget preparation, cost eligibility, and budget monitoring
  3. Cash flow planning and financial sustainability
  4. Accounting and bookkeeping systems (chart of accounts, documentation standards)
  5. Internal control systems and risk mitigation
  6. Donor compliance and financial reporting standards
  7. Procurement procedures and financial documentation requirements
  8. Egyptian tax obligations:
    • VAT treatment in NGO projects
    • Withholding tax
    • Payroll compliance and labor law basics
    • Electronic invoicing requirements
  9. Audit preparation and response to audit findings
  10. Practical Excel tools for budget tracking and expense monitoring
  11. Developing a Simple Business Plan for Environmental Initiatives

The consultant will introduce participating NGOs to the basic concepts of developing a

Business Plan for environmental initiatives in order to support the sustainability of the

activities implemented by the NGOs. This component aims to enable NGOs to

independently develop a simple Business Plan for their environmental initiatives and

includes:

    • Introducing the concept and importance of a Business Plan
    • Presenting the key components of a simple Business Plan
    • Providing a simple Business Plan template
    • Facilitating a practical exercise where each NGO prepares a draft Business Plan

The methodology must be participatory and include practical case studies relevant to local NGOs operating in Egypt.

 

  1. Reporting

The consultant shall:

 

  • Conduct pre- and post-training assessments
  • Provide all training materials in editable format
  • Submit a final report summarizing:
    • Activities conducted
    • Participant attendance
    • Assessment results
    • Key capacity gaps identified
    • Practical recommendations for follow-up support
  1. Deliverables:
  1. Training materials and practical templates
  2. Attendance sheets and assessment tools
  3. Final narrative report including findings and recommendations
