CARE Egypt Foundation (CEF) is a non-governmental organization registered with the Central Administration of Associations and Federations at the Ministry of Social Solidarity under registration number 2018/833.

CARE Egypt Foundation builds on and benefits from the legacy and expertise of CARE International in Egypt, which extends back to 1954. The Foundation assumes responsibility for designing, implementing, and managing development programs and projects aimed at improving living conditions and quality of life. This is achieved by responding to and addressing the root causes of poverty and meeting the most urgent needs of the poor and marginalized groups in Egypt, using a sustainable approach consistent with local and national cultures, realities, and local and national contexts.

Roots of Sustainability:

The “Roots of Sustainability” project is implemented by CARE Egypt Foundation (CEF) and is funded by the German Agency for International Cooperation (GIZ).

The project aims to build and strengthen the institutional capacities of 10 partner non-governmental organizations to enable them to design, implement and manage sustainable environmental initiatives, particularly in the areas of solid waste management, promoting circular economy practices, and raising environmental awareness in local communities.

“Project Management for Development Practitioners” Training for local NGOs:

Within the framework of Roots of Sustainability, selected local NGOs are being strengthened to enhance their institutional, financial, and operational capacities.

One of the essential pillars for local NGOs capacity-building efforts is enhancing the capacities of partner NGOs in project management to ensure effective planning, implementation, monitoring, reporting, and achievement of project objectives in alignment with donor requirements and development standards.

Effective project management contributes to improving organizational performance, strengthening accountability and coordination mechanisms, enhancing resource utilization, and ensuring sustainable and measurable development outcomes.

Accordingly, CARE Egypt Foundation seeks to engage a qualified consultant/service provider to design and deliver a practical and interactive training program on “Project Management for Development Practitioners” targeting partner NGOs under the Roots of Sustainability Project.

Objective of the Assignment:

The objective of this assignment is to strengthen the capacities of participants from partner NGOs in managing development projects effectively and efficiently throughout the project cycle.

The training aims to enhance participants’ practical knowledge and skills in:

  • Development project planning and implementation.
  • Project Cycle Management (PCM).
  • Monitoring, evaluation, and reporting.
  • Results-based management.
  • Activity planning and follow-up.
  • Risk management and problem-solving.
  • Stakeholder coordination and communication.
  • Donor compliance and accountability requirements.
  • Applying practical project management tools and methodologies.

Scope of Work and Deliverables:

 

  1. Preparation Phase:

The consultant/service provider shall:

  • Develop a comprehensive training agenda and methodology.
  • Prepare pre- and post-training assessment tools to measure participants’ knowledge and learning progress.
  • Design a comprehensive bilingual training package (Arabic and English).
  • Prepare presentations, facilitation materials, practical exercises, templates, and case studies relevant to development project management.
  • Develop practical tools and exercises that enable participants to apply project management concepts within their organizations.
  • Submit the proposed training agenda and materials for review and approval by CARE Egypt Foundation.
  1. Training Delivery:

The consultant/service provider shall deliver an interactive and practice-oriented training workshop covering, but not limited to, the following topics:

  • Introduction to Development Project Management.
  • Project Cycle Management (PCM).
  • Project planning and activity scheduling.
  • Workplan development and follow-up.
  • Results-Based Management (RBM).
  • Monitoring, Evaluation, Accountability, and Learning (MEAL) fundamentals.
  • Project documentation and reporting.
  • Roles and responsibilities within project teams.
  • Stakeholder engagement and communication.
  • Risk management and problem-solving techniques.
  • Budget follow-up and resource management basics.
  • Donor compliance requirements.
  • Project sustainability and lessons learned.

The training methodology should:

  • Apply participatory and adult-learning approaches.
  • Include practical examples and real-life case studies relevant to development projects and NGOs.
  • Encourage active participation through discussions, group work, simulations, and practical exercises.
  • Focus on practical application and hands-on learning rather than theoretical concepts.
  • Provide practical project management tools, templates, and models that participants can directly apply within their organizations.
  • The consultant/service provider is also expected to:
  • Support participants in developing practical project management action plans.
  • Provide technical guidance and coaching during the training sessions.
  1. Reporting:

The consultant/service provider shall:

  • Conduct pre- and post-training assessments for participants.
  • Provide all training materials in editable format.
  • Submit attendance sheets and workshop documentation.

Submit a final narrative report including:

  • Summary of activities conducted.
  • Number and profile of participants.
  • Assessment results and key findings.
  • Participants’ feedback and evaluation results, and Challenges
  • Learning analysis
  • Capacity trends
  • Recommendations by NGO category
  • Action plan tracking
  • Deliverables:

 The consultant/service provider shall submit the following deliverables:

  1. Training agenda and methodology.
  2. Comprehensive training package and facilitation materials.
  3. Pre- and post-training assessment tools and results.
  4. Attendance sheets and workshop documentation.
  5. Practical project management templates and tools.
  6. Final narrative report including findings, recommendations, and supporting annexes.

The consultant/service provider must comply with CARE safeguarding, protection from sexual exploitation and abuse (PSEA), and confidentiality policies
