خلفية المشروع والمسوّغات

1.1  نبذة عن مشروع عايشين بخيرها – مصر، المرحلة الثانية

مشروع عايشين بخيرها – مصر، المرحلة الثانية (SFtW II) هو مبادرة تمتد على مدى ثلاث سنوات (مارس 2025 – مارس 2028) تنفّذها مؤسسة كير مصر (CEF) بدعم سخيّ من مؤسسة بيبسيكو. ويبني المشروع على إنجازات المرحلة الأولى (2019 – 2024)، وذلك بتطبيق نهج تنمية نُظم الأسواق بهدف تعزيز القدرة على الصمود والازدهار لدى صغار المنتجين في محافظتَي بني سويف والمنيا بصعيد مصر.

ويسعى البرنامج إلى الوصول إلى 180,000 شخص – منهم 20,000 مستفيد مباشر و160,000 مستفيد غير مباشر – عبر خمسة محاور أساسية مترابطة، تشمل: (1) سُبل العيش الزراعية المستدامة والتجديدية؛ (2) التمكين الاقتصادي والقيادي للشباب والنساء؛ (3) الوصول إلى أسواق جديدة ومتنوعة؛ (4) الحصول على خدمات مالية شاملة؛ (5) معالجة المعايير الاجتماعية الضارّة. ويقدّم المشروع نتائجه عبر منهجيات مُجرَّبة وتحويلية للنوع الاجتماعي، يأتي في مقدمتها منهاج مدرسة المزارعين الحقلية والتجارية (FFBS)، وجمعيات الادخار والإقراض القروية (VSLAs)، وجمعيات الادخار والإقراض الشبابية (YSLAs)، ومجموعات المزارعين التسويقية (PMGs).

1.2  المرتكز البرامجي: الحدّ من الفاقد والمهدر الغذائي

تأتي هذه المهمة الاستشارية في إطار مجال النتائج 4 – الحدّ من الفاقد والمهدر الغذائي، وتحديداً تحت المخرج 4.1: «تعزيز الإدارة الفعّالة للمخلفات من خلال الممارسات المستدامة». ويُعدّ إنتاج السماد العضوي (الكمبوست) – وفق التصميم البرامجي – ممارسةً مستدامةً لإدارة المخلفات تحوّل المخلفات العضوية المتراكمة إلى منتجٍ قابلٍ للاستخدام وذي قيمةٍ مضافة، بما يُخفّض تكاليف المدخلات على المزارعين ويتيح تدفقات دخل جديدة محتملة. كما ستُسهم الدراسة بشكلٍ مباشر في مجال النتائج 1 (تعزيز الإنتاجية من خلال الزراعة المستدامة والتجديدية)، وهو المجال الذي تُعدّ فيه ممارسات إدارة المخلفات على مستوى المزرعة والأسرة قابلةً للتطبيق ومستدامة.

1.3  المشكلة ومسوّغات التنمية

تعمل الزراعة على مستوى أصحاب الحيازات الصغيرة في صعيد مصر تحت ضغوط متصاعدة. وتتضافر ثلاث ديناميكيات تُحدّد مسوّغات هذه الدراسة:

• الحرق المكشوف لمخلفات المحاصيل. يؤدّي التخلّص من مخلفات ما بعد الحصاد لمحاصيل البطاطس وفول الصويا والمحاصيل التداولية المرتبطة بها عن طريق الحرق المكشوف إلى تدهور جودة الهواء، وانبعاث غازات الاحتباس الحراري، وفقدان المادة العضوية للتربة، وضياع موردٍ زراعيٍ ذي قيمة.

• ارتفاع تكاليف المدخلات وتدهور التربة. تؤدّي الأسعار المرتفعة والمتقلّبة للأسمدة الكيميائية، مقترنةً بالتدهور التدريجي للتربة وتراجع نسبة المادة العضوية فيها، إلى تآكل ربحية الإنتاج على مستوى صغار المزارعين وتقويض جدواه على المدى البعيد.

• الضغط المناخي وندرة المياه. يؤثّر تغيّر المناخ بصورةٍ غير متكافئة على سُبل عيش النساء والرجال والفئات الأكثر هشاشة، ممّا يعمّق أوجه عدم المساواة القائمة ويُعزّز الحاجة الملحّة إلى نُظمٍ زراعيةٍ صامدةٍ مناخياً وكفؤةٍ في استخدام الموارد.

وفي ضوء ذلك، يُتيح تحويل المخلفات الزراعية إلى سمادٍ عضويٍّ تقليدي، وسمادٍ دودي (فيرميكمبوست)، وغازٍ حيوي (بيوغاز) فرصةً مقنعةً لإغلاق دورات المغذّيات، وتخفيض تكاليف الإنتاج، واستعادة صحّة التربة، وخفض الانبعاثات، وإيجاد مشروعاتٍ جديدةٍ مدرّةٍ للدخل تقودها النساء والشباب.

2.  هدف المهمة الاستشاري

2.1  الهدف العام

يتمثّل الهدف العام من هذه المهمة في تقييم نماذج عمليّة وقابلة للتوسّع ومجدية اقتصادياً لإنتاج السماد العضوي وإدارة المخلفات الزراعية لصالح صغار المزارعين في بني سويف والمنيا، العاملين ضمن سلسلتَي قيمة البطاطس وفول الصويا، ثم ترجمة النتائج إلى أدواتٍ عمليّة مُكيّفة مع السياق، وأُطرٍ لنماذج الأعمال، ومسارٍ للتنفيذ يمكن إدماجه ضمن أنشطة المشروع وبرامج الزراعة التجديدية.

2.2  الأهداف الفرعية

يتعيّن على الاستشاري/الاستشاريين القيام بما يلي:

1. تقييم نماذج إنتاج السماد العضوي العمليّة والقابلة للتوسّع والملائمة لصغار المزارعين في المحافظات المستهدفة.

2. تحديد نُظم الإنتاج المنخفضة التكلفة الأنسب للسياق الزراعي–البيئي والاجتماعي والاقتصادي لمحافظتَي بني سويف والمنيا، ولسلاسل القيمة ذات الأولوية لدى المشروع، مع تقدير الفاقد والمهدر الغذائي في كل مرحلة من مراحل سلسلة القيمة.

3. تحديد الشركات الرائدة، والمنشآت، والمشروعات الاجتماعية، والموردين الرئيسيين الذين من شأن انخراطهم تعزيز اعتماد التكنولوجيا في أوساط المستهدفين بمشروع عايشين بخيرها.

4. استكشاف الجدوى التجارية للمشروعات متناهية الصغر التي تقودها النساء والشباب في مجال إنتاج السماد العضوي، ويُفضَّل أن يستند ذلك إلى نماذج قائمة أو دراسات حالة، مع إجراء تحليل لربحية نماذج الأعمال – بما في ذلك التكاليف الرأسمالية الأولية، والطلب على الناتج من السماد العضوي – وتحديد المنافذ التسويقية وشرائحها واستعدادها للدفع.

5. تقييم الأساليب الحالية لإنتاج السماد العضوي من الناحيتين الفنية والاقتصادية، واستكشاف إمكانات إدماج نُظم السماد الدودي (الفيرميكمبوست) والغاز الحيوي صغير النطاق ضمن الزراعة على نطاقٍ ضيّق، باعتبارها بديلاً قائماً على مفهوم انعدام المخلفات (Zero Waste).

6. تقييم المنافع البيئية والاقتصادية الإجمالية لخيارات إدارة المخلفات المقترحة.

7. تصميم نشرات فنية وأدلّة مصوّرة خطوة بخطوة لإدارة المخلفات وإنتاج السماد العضوي، تكون ملائمةً للمتعلّمين البالغين من ذوي المهارات المحدودة في القراءة والكتابة، بالرجوع إلى مجموعة أدوات مدرسة المزارعين الحقلية والتجارية (FFBS Toolkit 2.0)، ومُهيّأةً للإدماج ضمن جلسات المدرسة.

3.  نطاق العمل

تجمع هذه المهمة بين تقييم ميداني مرجعي، وتحليل مقارن للجدوى الفنية والاقتصادية، وتطوير أدواتٍ وأُطرٍ لنماذج أعمال جاهزة للتبنّي. ومن المتوقّع أن يطبّق الاستشاري منهجيةً تشاركية متعدّدة الأساليب تنخرط فيها مجموعات المزارعين التسويقية (PMGs)، ومجموعات النساء والشباب، ومُربّو الماشية (مثل منتجي الألبان)، والجهات الفاعلة في الإرشاد المحلي، وأصحاب المصلحة المعنيون في سلاسل القيمة عبر المحافظتين.

3.1  النطاق الفني

يقوم الاستشاري بتقييم المسارات الفنية الأربعة التالية، مع تقييم ملاءمة كل منها ومتطلباته ومزاياه وحدوده في السياق المستهدف:

3.1.1  الإنتاج التقليدي للسماد العضوي

يشمل طرق الأكوام والحُفر والمصاطب باستخدام مخلفات المحاصيل، والسماد الحيواني، ومخلفات الطعام. وهي طرقٌ منخفضة التكلفة وتُحسّن صحّة التربة، غير أنها تتطلّب انضباطاً في إدارة الوقت والتقليب والرطوبة. ويقوم الاستشاري بتقييم الممارسات الحالية ومدى ملاءمتها لعموم المزارعين، بما في ذلك المجالات القابلة للتحسين، وإمكاناتها لتشكّل مصدر دخل إضافي على مستوى المزرعة.

3.1.2  السماد الدودي (الفيرميكمبوست)

يعتمد على استخدام ديدان الأرض لتحقيق تحلّلٍ أسرع ومحتوى أعلى من المغذّيات. وهو شديد الصلة بالمشروعات متناهية الصغر التي تقودها النساء والشباب، وحدائق المنازل، والزراعة التجديدية صغيرة النطاق. ويقوم الاستشاري بتقييم متطلبات الحيّز المكاني، والتحكّم في الظروف المناخية، والمدخلات، وأعباء الإدارة.

3.1.3  نُظم الغاز الحيوي (البيوغاز)

الهضم اللاهوائي للسماد الحيواني والمخلفات العضوية لإنتاج الميثان كمصدرٍ للطاقة، ومخلَّفٍ سائلٍ غنيٍّ بالمغذّيات يُستخدم سماداً. وهي نُظمٌ ملائمةٌ بصفةٍ خاصة للمجتمعات المعتمدة على الثروة الحيوانية ومجموعات منتجي الألبان. ويقوم الاستشاري بتقييم الجدوى الفنية، وتحديد الحجم المناسب، واشتراطات السلامة، والاقتصاديات في القرى المستهدفة، إضافةً إلى رسم خريطة للمنشآت التي تُورّد المدخلات، ودراسة إمكانية تشغيل الشباب في هذا القطاع في إنشاء/تركيب وحدات الهضم وتقديم الدعم الفني (نموذج رسوم مقابل خدمة)، إلى جانب البدائل المتاحة لتدبير التكاليف الرأسمالية الأولية.

3.1.4  النُّظم المتكاملة

تحليلٌ مقارنٌ لإنتاج السماد العضوي التقليدي، والسماد الدودي، ومُخلَّف الغاز الحيوي، والمقاربات المركّبة (المتكاملة)، مع تحديد أوجه التكامل والشروط التي يُحقّق فيها كل خيارٍ أعلى عوائد زراعية وبيئية واقتصادية.

3.2  المحاور الشاملة

تُدمج المحاور التالية بصورةٍ شاملة في تحليل كل مسارٍ فني:

3.2.1  التحليل الاقتصادي

• تكاليف الإنشاء والتشغيل، والعائد على الاستثمار (ROI)، وفترات الاسترداد لكل نموذج.

• تقدير حجم الخفض في الاعتماد على الأسمدة الكيميائية والإنفاق عليها.

• الطلب السوقي، والتسعير، والمشترون المحتملون لكلٍّ من السماد العضوي والسماد الدودي والمُخلَّف السائل للغاز الحيوي، وديناميكيات التسعير.

• إمكانات الأعمال ومدى ملاءمتها لكل شريحةٍ من شرائح المستهدفين بالمشروع: مجموعات المزارعين التسويقية (PMGs)، وجمعيات الادخار والإقراض القروية (VSLAs)، والنساء، والشباب.

3.2.2  النوع الاجتماعي والإدماج الاجتماعي

• دور المرأة في إدارة المخلفات وإنتاج السماد العضوي، مع اعتباراتٍ واقعيةٍ بشأن أعباء العمل.

• مسارات قيام النساء والشباب بإدارة أعمال إنتاج السماد العضوي والسماد الدودي.

• الإدماج الفعلي لمجموعات الشباب (بمن فيهم أعضاء جمعيات YSLA) بوصفهم مشغّلين، ومقدّمي خدمات، ورياديي أعمال.

3.2.3  الأثر المناخي والبيئي

• الخفض المحتمل في حرق مخلفات المحاصيل في العراء.

• تحسّن المادة العضوية للتربة، وبنيتها، وقدرتها على الاحتفاظ بالمياه.

• إمكانات خفض انبعاثات الكربون والتخفيف الأوسع من غازات الاحتباس الحراري.

• الإسهام في نتائج الزراعة الذكية مناخياً والزراعة التجديدية.

3.3  المزيج الاستراتيجي المطلوب التحقّق منه

يُطلب من الاستشاري اختبار وتدقيق وتحسين النموذج المقترح أدناه للزراعة الدائرية، مع بيان جدواه وتسلسله والشروط التمكينية اللازمة لنجاحه:

1. الإنتاج التقليدي للسماد العضوي لعموم مزارعي مدرسة المزارعين الحقلية والتجارية (FFBS).

2. مشروعات السماد الدودي للمنشآت التي تقودها النساء ولمجموعات المزارعين التسويقية (PMGs).

3. تجارب رائدة صغيرة النطاق للغاز الحيوي في المجتمعات ذات الكثافة العالية من الثروة الحيوانية.

4. إدماج كل ما سبق ضمن منهاج الزراعة التجديدية في مدرسة المزارعين الحقلية والتجارية (FFBS).

3.4  النطاق الجغرافي والمنهجية

تُغطي الدراسة مجتمعاتٍ تمثيليّةً في كلٍّ من محافظتَي بني سويف والمنيا. ويُقدّم الاستشاري منهجيةً متينةً متعدّدةَ الأساليب تجمع بين المراجعة المكتبية، ومقابلات المخبرين الرئيسيين، ومناقشات مجموعات التركيز، والملاحظة الميدانية، وعند الاقتضاء، أخذ عيّناتٍ وإجراء تحاليل مخبرية للمخلفات المتاحة. وتُقدَّم منهجية تفصيلية وخطة عمل تُعتمد خلال مرحلة بدء التنفيذ.

“Roots of Sustainability” Project:

The “Roots of Sustainability” project is implemented by CARE Egypt Foundation (CEF) and is funded by the German Agency for International Cooperation (GIZ).

The project aims to build and strengthen the institutional capacities of 10 partner non-governmental organizations to enable them to design, implement and manage sustainable environmental initiatives, particularly in the areas of solid waste management, promoting circular economy practices, and raising environmental awareness in local communities.

Consultancy for Conducting a “Documentation Study”:

Within the framework of the Roots of Sustainability project implemented by CARE Egypt Foundation (CEF) with the support of the German Agency for International Cooperation (GIZ), work has been carried out with ten partner NGOs in Assiut Governorate to implement a variety of environmental and community initiatives, with technical, financial and institutional support provided to ensure quality implementation and compliance with the requirements of the project and the donor.

It should be noted that the partner organisations’ activities will conclude by the end of September 2026, and the project will be fully closed during October 2026. Accordingly, field data collection and documentation must be completed during September 2026, before the closure of the partner organisations’ activities, and the final version of the study and all deliverables must be submitted before the full closure of the project in October 2026.

The documentation study is an important component for capturing the experience and knowledge generated by the project, documenting the changes that have occurred at the level of the partner organisations and local communities, and highlighting good practices, success stories, challenges, lessons learned, and the factors of sustainability, replicability and scalability.

Accordingly, CARE Egypt Foundation is seeking to contract a qualified consultant/service provider to carry out a comprehensive documentation study of the Roots of Sustainability project, delivering a professional, accurate knowledge product that can be used for learning, accountability, communication with partners and donors, and informing the design of future interventions related to NGO capacity building and community environmental initiatives.

Objective of the Assignment:

This assignment aims to prepare an integrated documentation study of the Roots of Sustainability project, documenting the project’s implementation journey, the main results and changes achieved, good practices, success stories, challenges, lessons learned and sustainability factors at the level of the partner NGOs and the targeted communities.

The documentation study aims to achieve the following:

• Documenting the project’s intervention model and methodology in building the capacities of the partner NGOs and implementing community environmental initiatives.
• Analysing the institutional, technical, financial and operational changes that have occurred in the partner organisations as a result of the support provided by the project.
• Documenting the early or expected community and environmental results of the initiatives, focusing on solid waste management, agricultural waste recycling, environmental awareness and sustainable practices.
• Preparing success stories and case studies that reflect change at the level of organisations, communities and beneficiaries, in compliance with informed consent and data protection.
• Distilling the lessons learned, challenges and success factors that can inform the design and implementation of similar future interventions.
• Providing practical recommendations to strengthen sustainability, replicability, and the improvement of partnership and capacity-building models in community environmental projects.

Scope of Work and Deliverables:

1. Preparation Phase:

The consultant/service provider will undertake the following tasks:

• Holding an introductory meeting with the CARE Egypt team to understand the objectives of the study, its expected uses, the target audience, the scope of documentation, and the learning and communication priorities.
• Reviewing the relevant documents, including the project document, the logical framework, progress reports, partner organisations’ reports, work plans, monitoring lists, means of verification, training materials, available success stories, and communication and visibility materials.
• Developing a methodology note/inception report setting out the study questions, the data collection and analysis methodology, the sampling plan, data collection tools, the visit plan, and the data management and ethics plan.
• Designing the study tools, such as individual interview guides, group discussion guides, a document review checklist, a success story template, a good practice documentation template, and a photo and visual materials checklist.
• Establishing a clear plan for informed consent, data protection and the use of photos and quotations, in compliance with CARE Egypt’s safeguarding and confidentiality policies.
• Submitting the proposed work plan and tools to CARE Egypt Foundation for review and approval before data collection begins.

2. Data Collection and Field Documentation:

The consultant/service provider will carry out the data collection and documentation activities, including but not limited to:

• Conducting individual or group interviews with the CARE Egypt team concerned with the project, including management, monitoring and evaluation, and the relevant technical, financial and field teams.
• Conducting interviews with representatives of the partner NGOs, including project managers, coordinators, financial/administrative officers, technical officers, and board members when needed.
• Carrying out selected field visits to the initiative implementation sites in Assiut Governorate to document activities, results, challenges and relevant visual evidence.
• Conducting interviews or focus group discussions with a sample of beneficiaries or local stakeholders, such as households, farmers, volunteers/environmental educators, community leaders, and representatives of local authorities when needed.
• Reviewing the evidence supporting implementation, such as photos, attendance sheets, meeting minutes, beneficiary records, procurement or equipment records, monitoring reports, and awareness and communication materials.
• Collecting and documenting selected success stories and case studies that reflect institutional, community or environmental changes, ensuring supporting evidence and informed consents are in place.
• Documenting good practices, common challenges and the differences between the partner organisations’ implementation models, taking into account gender, inclusion, safeguarding and sustainability.

The study methodology should include the following:

• Using a qualitative/mixed methodology based on document review, interviews, field visits and analysis of supporting evidence.
• Cross-checking information from more than one source wherever possible, including reports, interviews, documents, field observations and photos.
• Focusing on practical learning and extracting usable lessons rather than merely narrating the activities implemented.
• Highlighting the voice of the partner organisations, beneficiaries and local communities in a professional, ethical manner that respects dignity and confidentiality.
• Providing a clear analysis of achievements, challenges, success factors, sustainability and replicability.

3. Analysis and Report Preparation:

The consultant/service provider commits to the following:

• Organizing and analysing the data collected according to the agreed study themes, including the project context, the intervention model, results, institutional changes, community/environmental changes, lessons learned, sustainability and scalability.
• Preparing an initial draft of the documentation study for CARE Egypt’s review and integrating the technical, language and methodological comments.
• Holding a brief presentation/validation session with the CARE Egypt team, with the possible participation of a sample of partner organisations when needed, to discuss the findings, lessons and recommendations before finalising the study.
• Preparing the final version of the documentation study in Arabic and English, with an executive summary in Arabic and English upon request.
• Preparing an annex or evidence matrix showing the data sources used, the documents reviewed and the visits or interviews conducted, with due regard to confidentiality and data protection.

Deliverables:

The consultant/service provider will submit the following deliverables:

1. An inception report/methodology note covering the study questions, methodology, sampling plan, data collection tools, visit plan and detailed work plan.
2. Data collection tools in an editable format, including interview guides, document review checklists, success story templates and good practice documentation templates.
3. A document and evidence review matrix, showing the documents reviewed and the gaps or information required to complete the documentation.
4. The draft documentation study for CARE Egypt’s review.
5. The final documentation study of the Roots of Sustainability project, including the analysis, findings, lessons learned, recommendations and supporting annexes.
6. A brief executive summary usable for communication with partners and donors.
7. The number of success stories/case studies agreed with CARE Egypt, with photos or quotations where the required consents are available.
8. An organised archive of the supporting materials collected or reviewed during the assignment, including a list of photos and visual materials with their captions where available.

Within the framework of the Roots of Sustainability project implemented by CARE Egypt Foundation (CEF) with the support of the German Agency for International Cooperation (GIZ), work is under way to strengthen the capacities of ten local partner NGOs in Assiut Governorate, in order to improve their institutional, technical, financial and operational capacities and ensure that their environmental initiatives are implemented with quality and compliance.

Capacity building is not limited to theoretical training or group workshops; it requires continuous applied follow-up that helps the partner organisations translate the knowledge gained into actual practice within their sub-projects. Technical coaching sessions are therefore a practical mechanism for providing dedicated, direct support to the organisations during implementation, addressing the real challenges related to planning, documentation, reporting, risk management, technical and financial compliance, and coordination with stakeholders.

Accordingly, CARE Egypt Foundation is seeking to contract a qualified consultant/service provider to design and deliver technical and applied coaching for the partner NGOs under the Roots of Sustainability project, ensuring practical support directed at the actual needs of each organisation and helping it improve the quality of implementation, documentation, reporting and follow-up.

Objective of the Assignment:

This assignment aims to provide dedicated technical and applied support to the partner NGOs through practical coaching sessions that help the organisations’ teams diagnose the challenges they face during implementation, develop applicable corrective actions, and improve the quality of monitoring, documentation, reporting and compliance with the requirements of the project and the donor.

The technical coaching sessions aim to sharpen the participants’ practical knowledge and skills in the following areas:

• Analysing progress in implementing work plans and actual activities against what was planned.
• Diagnosing the technical, managerial, financial and documentation challenges facing each organisation.
• Improving the quality of monthly and periodic reports and linking them to the logical framework, indicators and means of verification.
• Strengthening the quality of evidence supporting implementation, including attendance sheets, photos, monitoring forms, meeting minutes and beneficiary records.
• Supporting the organisations in updating work plans, risk matrices, monitoring plans and corrective action plans.
• Enhancing understanding of the technical, financial and administrative compliance requirements of donor-funded projects.
• Improving internal coordination within the organisations and between the project, financial, administrative and technical teams.
• Supporting the application of safeguarding, inclusion, gender, sustainability and visibility/branding principles in implementation and documentation.

Scope of Work and Deliverables:

1. Preparation Phase:

The consultant/service provider will undertake the following tasks:

• Reviewing the relevant documents, including the project logical framework, the partner organisations’ work plans, available monthly or periodic reports, the risk matrix, monitoring forms, and documentation and visibility requirements.
• Holding an introductory meeting with the CARE Egypt team to understand the technical support priorities, the recurrent challenges facing the organisations, and the expected outputs of the coaching sessions.
• Developing a clear methodology for the technical coaching sessions, combining group sessions, sessions dedicated to each organisation or cluster of organisations, and practical review of documents and evidence.
• Preparing rapid diagnostic tools to measure each organisation’s needs before the sessions begin, such as an implementation checklist, a report quality checklist, a means-of-verification checklist, and a corrective action tracking form.
• Designing a detailed session schedule specifying the topic of each session, the targeted organisations, the tools used and the expected outputs.
• Submitting the proposed work plan and tools to CARE Egypt Foundation for review and approval before implementation.

2. Training Delivery:

The technical coaching sessions will be delivered in two field rounds, each covering all ten organisations: the first round during August 2026 and the second during September 2026, with the final report and all deliverables submitted no later than 30 September 2026, given that the partner organisations’ activities will end by the end of September 2026.

The consultant/service provider will deliver practical, interactive technical coaching sessions covering the following topics, including but not limited to:

• Reviewing each organisation’s implementation progress against its work plan and identifying the gaps between planned and actual.
• Analysing the causes of delays or bottlenecks and defining corrective actions, responsibilities and deadlines.
• Reviewing the quality of monthly or periodic reports in terms of accuracy, consistency, linkage to indicators, and clarity of challenges and achievements.
• Reviewing means of verification and supporting evidence, and ensuring they are organized in a way that facilitates review, audit and follow-up.
• Improving the quality of direct and indirect beneficiary data, including disaggregation by gender and persons with disabilities where data is available.
• Updating risk matrices and mitigation plans, and linking risks to work plans and periodic reports.
• Reviewing the relevant technical, financial and administrative documentation requirements, including procurement and contracting files, supplier/consultant lists and committee minutes, in coordination with CARE Egypt’s policies and procedures.
• Supporting the organisations in integrating safeguarding, inclusion, gender, sustainability, success stories and visibility/branding into activity implementation and reporting.
• Assisting the organisations in preparing a brief, specific corrective action plan for each organisation, setting out the required actions, responsibilities, timeline and the evidence required for closure.

The training methodology should include the following:

• Applying participatory and adult learning methods.
• Relying on real or training documents and examples from the Roots of Sustainability project to ensure the support is linked to the organisations’ actual context.
• Allocating part of the time to individual or semi-individual review of each organisation’s needs, rather than general sessions only.
• Encouraging exchange of experience among the partner organisations on practical solutions and common challenges.
• Providing short, clear, actionable recommendations and avoiding general guidance not linked to actual implementation.
• Providing editable tools and templates that the organisations can use directly after the sessions.

The consultant/service provider is also expected to:

• Provide direct technical feedback to the organisations on the quality of their reports, evidence and implementation plans.
• Maintain a follow-up log of the actions agreed during the sessions, classified by organisation, topic, priority level and expected completion date.
• Coordinate continuously with the CARE Egypt team to ensure the technical coaching is consistent with the project’s and the donor’s policies and procedures.

3. Reporting:

The consultant/service provider commits to the following:

• Documenting each coaching clinic through an attendance sheet, brief minutes, the main issues discussed and the agreed actions.
• Preparing brief technical notes for each organisation, covering strengths, gaps, recommendations and the corrective action plan.
• Providing all tools and templates used or developed in an editable format.
• Submitting a final narrative report that includes the following:
  • A summary of the sessions delivered and the methodology used.
  • The number and characteristics of participants and the organisations represented.
  • The main common gaps and the gaps specific to each organisation.
  • A summary of the agreed corrective actions and the follow-up matrix.
  • An analysis of the recurrent challenges in implementation, reporting, documentation and compliance.
  • Practical recommendations to improve the quality of implementation, monitoring and reporting during the remaining project period.
  • Supporting annexes, including agendas, attendance sheets, diagnostic tools, follow-up forms and any coaching materials developed.

Deliverables: 

The consultant/service provider will submit the following deliverables:

1. A work plan and methodology for delivering the technical coaching sessions, including the session schedule and proposed tools.
2. Practical diagnostic and review tools, such as an implementation checklist, a report quality checklist, a means-of-verification checklist, and a corrective action tracking form.
3. The agenda of each clinic and the related facilitation materials.
4. Attendance records and session documentation.
5. Participant feedback forms for each of the two coaching rounds.
6. Brief technical notes and a corrective action plan for each organisation or cluster of organisations, according to the assignment design.
7. A consolidated follow-up log of the agreed actions and priority gaps.
8. The final narrative report, including findings, recommendations and supporting annexes.

“Roots of Sustainability” Project:

The “Roots of Sustainability” project is implemented by CARE Egypt Foundation (CEF) and is funded by the German Agency for International Cooperation (GIZ).

The project aims to build and strengthen the institutional capacities of 10 partner non-governmental organizations to enable them to design, implement and manage sustainable environmental initiatives, particularly in the areas of solid waste management, promoting circular economy practices, and raising environmental awareness in local communities.

“Agricultural & Solid Waste Management and Recycling and Circular Economy Applications” Training for Partner NGOs:

Technical capacities in waste management and recycling are essential to the success and sustainability of the partner organizations’ initiatives. The ten organizations are implementing real initiatives that include producing compost from agricultural waste, operating small recycling units, waste collection and transport campaigns, operating agricultural waste shredding and cutting equipment, and related community awareness activities. Their teams need standardized technical knowledge and skills to ensure these initiatives are operated with quality, safety and efficiency, in line with the donor’s environmental priorities.

Accordingly, CARE Egypt Foundation is seeking to contract a qualified consultant/service provider to design and deliver a practical, interactive training program on “Agricultural & Solid Waste Management and Recycling and Circular Economy Applications”, targeting the partner NGOs under the Roots of Sustainability project.

Objective of the Assignment:

This training program aims to strengthen the technical capacities of participants from the partner NGOs to plan, operate and manage their environmental initiatives with quality and safety, through two specialized training tracks: one on agricultural waste recycling and one on solid waste management and recycling, applying circular economy principles in both tracks, in line with the project’s logical framework and the priorities of CARE Egypt Foundation and the environmental donor.

The training aims to sharpen the participants’ practical knowledge and skills in the following areas:

• Understanding the fundamentals of solid waste management and circular economy principles and their community applications.
• Acquiring practical skills in sorting, collecting and recycling agricultural and solid waste.
• Operating and managing small recycling initiatives and units efficiently and safely.
• Applying occupational safety and health requirements in handling waste and equipment.
• Designing effective community awareness activities linked to the environmental initiatives and behavior change.
• Measuring and documenting the results of environmental initiatives with clear indicators and means of verification (quantities of waste collected and recycled, and beneficiaries).
• Linking the organizations’ initiatives to the relevant national frameworks (the National Circular Economy Action Plan and Egypt Vision 2030) and the donor’s priorities.
• Preparing practical application plans that ensure the sustainability of the initiatives after the project ends.

Scope of Work and Deliverables:

1. Preparation Phase:

The consultant/service provider will undertake the following tasks:

• Reviewing the relevant documents, including the project logical framework, summaries of the partner organizations’ initiatives and work plans, and the lists of equipment funded under the project.
• Developing a comprehensive training program and an integrated methodology for technical training on agricultural and solid waste management and recycling and circular economy applications.
• Preparing pre- and post-training assessment tools to measure participants’ knowledge and learning progress.
• Designing a bilingual training program where needed, prioritizing Arabic while retaining key technical terms in English where necessary.
• Preparing presentations, facilitation materials, practical exercises and case studies drawn from the partner organizations’ actual initiatives (compost production, recycling units, collection and transport campaigns, and shredding equipment).
• Developing a practical toolkit including, for example: a simplified operations manual for the initiatives, a sorting and collection plan template, an occupational safety and health requirements checklist, a waste and products quantity log template, and a post-training application plan template.
• Submitting the proposed training program and materials to CARE Egypt Foundation for review and approval before delivery.

2. Training Delivery:

The training will be delivered in two specialized tracks of three training days each: the first track on agricultural waste recycling, targeting the organizations working in compost, fodder and shredding equipment; and the second track on solid waste management and recycling, targeting the organizations working in sorting, collection, transport and community awareness. The ten organizations will be distributed across the two tracks according to the nature of their initiatives, in coordination with CARE Egypt Foundation. The training will cover the following topics, including but not limited to:

Topics common to both tracks: circular economy concepts and their community applications; occupational safety and health in handling waste and equipment; documenting initiatives and measuring their results (quantities, beneficiaries and means of verification); integrating gender, inclusion and safeguarding; and the sustainability of initiatives and their linkage to the National Circular Economy Action Plan and Egypt Vision 2030.

Track 1 – Agricultural Waste Recycling (3 training days):

• Fundamentals of agricultural waste: types, sources and possible value chains in the rural context of Upper Egypt.
• Compost production (compost piles): design, operation, monitoring and product quality control.
• Non-conventional fodder and silage, and the safe operation of shredding, cutting and pressing equipment.
• Feasibility and marketing fundamentals for agricultural recycling products (compost and fodder) and revenue-generating operating models.

Track 2 – Solid Waste Management and Recycling (3 training days):

• The local solid waste management system: sorting at source, collection and transport, and coordination with local units and sanitation departments.
• Organizing community collection campaigns, training and equipping collection and sanitation workers, and work tools and equipment.
• Solid waste recycling opportunities and the operation of small collection and sorting points and units.
• Community awareness, environmental behavior change, and linking the initiatives to schools, local units and stakeholders.
• An applied exercise within each track reflecting the actual initiative of each participating organization.
• Preparing a practical application plan for each organization to operate or develop its initiative after the training.

The training methodology should:

• Applying participatory and adult learning methods.
• Including practical examples and real case studies relevant to the environmental initiatives and the partner NGOs.
• Using real cases and sites from the partner organizations’ initiatives for analysis and application, with the possibility of including a practical field demonstration of one of the initiatives if feasible.
• Encouraging active participation through discussions, group work, simulations and practical exercises.
• Focusing on practical application and applied learning rather than theoretical concepts only.
• Providing practical tools, templates and forms that participants can use directly within their organizations after the training.

The consultant/service provider is also expected to:

• Support participants in preparing a practical application plan for their organization’s initiative during the training, using actual data and cases from their sub-projects.
• Provide technical guidance and hands-on training during the sessions, with practical feedback to participants on the quality of narrative, evidence and consistency.

3. Reporting:

The consultant/service provider commits to the following:

• Conducting pre- and post-training assessments of participants and analyzing their results.
• Providing all training materials, tools and templates in an editable format.
• Providing attendance sheets and workshop documentation.
• Submitting a final narrative report that includes the following:
  • A summary of the activities delivered and the methodology used.
  • The number and characteristics of participants and the organisations represented.
  • The results of the pre- and post-training assessments and the key conclusions.
  • Participants’ feedback, training evaluation results and challenges.
  • An analysis of learning and the remaining technical gaps in the partner organisations’ management and operation of their initiatives.
  • Practical recommendations to improve the operation, efficiency and sustainability of the environmental initiatives.
  • A brief follow-up plan or proposed action points for each organisation or for the group as a whole, as feasible during the training.
  • Supporting annexes, including the agenda, attendance sheets, assessment tools, and copies of the tools and templates used.

4. Post-Training Technical Follow-up and Review of the Organizations’ Final Reports:

• After the training, the consultant/service provider commits to reviewing the application plans prepared by the partner organizations during the training and providing written technical feedback on them within two weeks of the end of the training, within the assignment days specified in the level of effort.

Deliverables:

The consultant/service provider will submit the following deliverables:

1. The training agenda and methodology.
2. A comprehensive training package and facilitation materials.
3. The pre- and post-training assessment tools and results.
4. Attendance records and workshop documentation.
5. The practical toolkit and templates for managing and operating the recycling initiatives, in an editable format.
6. A practical application plan from each participating group/organization, according to the training design.
7. The final narrative report, including findings, recommendations and supporting annexes.
8. Reviewing the application plans submitted by the partner organizations and providing written technical feedback on them within two weeks of the end of the training.
9. Providing written technical comments to each organization on its application plan, covering strengths, gaps and recommendations.
10. Preparing a brief analytical summary of the main common technical gaps, the lessons learned, and general recommendations to improve the implementation of the environmental initiatives.

الهدف العام لبرنامج التعليم: بنهاية عام 2026 يتمتع الأطفال المستبعدون من الفرص التعليمية بحقهم في تعليم جيد في بيئات تعليمية نظامية وغير نظامية تدعمهم وتتيح لهم فرصة الحصول على حقوقهم وطاقاتهم الكامنة ليصبحوا مواطنين نشطاء في مجتمعاتهم المحلية عندما:

• يكون الأطفال على وعى بحقوقهم ويشاركون بفاعلية للحصول على هذه الحقوق.
• يتبنى أفراد المجتمع المحلى والمجتمع المدرسي مواقف تمنع التمييز ويقدرون التنوع والاختلافات الفردية بين الأطفال.
• يكون لدى المجتمعات المدرسية تأثير على إدارة الموارد التعليمية المتاحة
• تكون لدى المجتمعات المدرسية القدرات اللازمة لاستخدام أساليب تعلم نشطة محورها الأطفال.

مشروع مسارات التعليم خارج الحدود بمحافظة أسوان 

المساهمة في تحسين الوصول إلى تعليم آمن وعالي الجودة وشامل يروج لمجتمع أكثر تكاملاً للفتيان والفتيات من اللاجئين وطالبي اللجوء والمهاجرين والمجتمعات المضيفة في أسوان، مع التركيز بشكل خاص على الأطفال خارج النظام التعليمي

زيادة فرص التعليم الآمن والذي يتمتع بالجودة للأطفال اللاجئين والمصريين من المجتمعات المضيفة (من سن 5 إلى 17 عامًا) في بيئة تعليمية امنة في أسوان

• الهدف من المهمة الاستشارية لجلسات الدعم النفسي

الهدف من المهمة الاستشارية:

الهدف من هذه المهمة هو تحقيق هدفين على النحو التالي:

تبحث منظمة كير مصر عن أطباء نفسيين ومستشارين محترفين يمكنهم تقديم الدعم النفسي والاجتماعي الفردي/الجماعي إلى 329 شخص بمحافظة اسوان مقسمة الى 160 طفل/ة جنسيات مختلفة من اللاجئين والمصريين من الذين تعرضوا لأي نوع من حوادث العنف الجنسي، او صدمات الهروب من الحرب او صعوبات في الاندماج داخل المجتمع المضيف او صدمات اسرية لذا فإن هذه الجلسات تهدف بشكل رئيسي إلى التعافي من الصدمة. هذا من أجل معالجة صحتهم العقلية والاجتماعية من خلال تطبيق أدوات ومنهجيات مختلفة، بالإضافة إلى الدعم النفسي والمعنوي (لعدد 5 باحثين حالة)

ينبغي إجراء اختبارات ما قبل وبعد من أجل مراقبة معرفة وسلوك الحالات وتقييم ما إذا كانوا قد اكتسبوا معرفة متزايدة بشأن العنف والصدمات والدعم النفسي والاجتماعي بشكل خاص

بالإضافة الى تقديم مجموعات تربية إيجابية ودعم نفسي لعدد 100 ام ويتم تقسيمهم الى 5 مجموعات بحد اقصى 3 أيام لكل مجموعة

الاهداف والمخرجات الرئيسية المتوقعة:

• سيقوم المستشار بتقديم الدعم النفسي والاجتماعي /والجماعي الاستشارة لـ 160 طفل وطفلة بمحافظة اسوان يمكن النظر في حالات استثنائية لتلقي جلسات إضافية بعد التشاور مع مدير المشروع ومنسقة الحالات بهيئة كير
• من المتوقع أن يعقد الأطباء النفسيون والمستشارون المحترفون بحد ادنى 4 جلسات فردية و بحد أقصى 8 جلسات وفقًا للاحتياج مع ابداء الأسباب

حيث تتراوح مدة الجلسة من 45 إلى 60 دقيقة بحد أقصى 5 جلسات يوميًا لكل طبيب نفسي / مستشار

• سيتم تقديم الجلسات المذكورة سابقًا للأطفال في شكل جلسة او مجموعات مع الاعداد للبرنامج الذي سيتم تقديمه، وسيحدد المستشار ذلك بناءً على الاحتياجات الفعلية وبالتنسيق مع منسق حالات المشروع
• إعداد تقارير شهرية ودراسات حالة. يجب أن تتضمن التقارير تحديثات وتقدمًا في كل حالة فردية يتعامل معها المستشار. يجب أن تتضمن التقارير نتائج فردية للمسح الذي تم إجراؤه قبل وبعد العملية، وقياس التغيير في الرفاهية النفسية الاجتماعية للحالات.
• توثيق تقدم الجلسة النفسية الاجتماعية، بما في ذلك تاريخ العميل، والأهداف العلاجية، والتدخلات، من خلال نظام ملفات محدد مسبقًا من قبل المستشار أو منسق الحالات بالمشروع.
• جدولة المواعيد مع الحالات بناءً على الإحالات الواردة من مشرفي إدارة الحالة او الإحالات من مؤسسات أخرى ومتابعة حضور الحالات المعينة.
• توفير سجلات الحضور للمستفيدين والمستشارين الذين يقدمون الجلسات وإمضاءاتهم بتاريخ الحضور.

ثانيا

• يتم عمل جلسات دعم نفسي شهرية فردي/جماعي لعدد 5 باحثي حالة
• للوقاية من الإرهاق النفسي والاحتراق الوظيفي
• تعزيز القدرة على التعامل مع الصدمات الثانوية Secondary Trauma
• تحسين جودة العمل واتخاذ القرار
• توفير مساحة آمنة للتعبير
• تعزيز مهارات التكيف وإدارة التوتر
• بناء ثقافة العناية الذاتية داخل الفريق

ثالثا

      15- عمل جلسات تربية إيجابية من خلال 5 مجموعات صغيرة تتكون من 20 شخص لكل مجموعة

      16- يتم تنفيذ المجموعة الواحدة من خلال جلسات على مدار ثلاثة أيام بحد اقصى

      17- توفير مساحة امنه للتعبير للأمهات

      18- تعزيز مهارات التكيف وإزالة التوتر والضغوطات للأمهات

• الهدف من المهمة الاستشارية لتدريبات تعديل السلوك والتهذيب الإيجابي لغير المتخصصين من المعلمين والميسرين والأهالي 

الهدف العام للمهمة:

تصميم وتنفيذ ورشة تدريبية لإكساب 50 شخص من المعلمين والميسرين الاجتماعيين والنفسيين بالمراكز / المدارس المجتمعية بالإضافة إلى 25 شخص من الأهالي مفاهيم واليات تعديل السلوك والتهذيب الايجابي لغير المتخصصين ليتمكنوا من التعرف والتعامل مع الحالات ان وجد، وذلك لضمان الحفاظ على الصحة النفسية للطفل داخل وخارج بيئة التعلم وكذلك دعم عدد من أولياء الامور

بعد الانتهاء من ورشتي عمل الإسعافات النفسية الأولية للمعلمين والأخصائيين الاجتماعيين المصريين والسودانيين خلال السنة الماضية، تبين من خلال التقييمات النهائية والمناقشات الجماعية أن العديد من التحديات السلوكية والانفعالية التي يوجهها الأطفال والمراهقون ترتبط ارتباطاً وثيقاً بالممارسات التربوية للوالدين؛ إذ تؤثر طريقة تفاعل أولياء الأمور مع أطفالهم بشكل كبير على سلوكهم، وانضباطهم، وسلامتهم النفسية والعاطفية في المدرسة والمنزل على حد سواء

      هذه التدريبات صممت لتكون امتداداً طبيعياً وعملياً للتدريب السابق؛ إذ تهدف إلى تعميق مهارات المشاركين في العمل   التشاركي مع الأسر كشركاء حقيقيين في دعم الصحة النفسية والسلوكية للأطفال.”

المخرجات المتوقعة من التدريبات:

 بنهاية المهمة يكون المشاركين/ات قادرين على: 

1- فهم عميق للاحتياجات النمائية وسياق النزوح

2- الوعي بالديناميكيات الأسرية

3- استيعاب دوافع السلوك

4- مهارات التواصل الداعم والفعال

5- تصميم خطط تعديل السلوك

6- أدوات المساندة والدعم للوالدين

7- النظر إلى الأسرة كشريك أساسي

8- تفعيل جسور التواصل بين المدرسة والمنزل

9- بناء مبادرات مجتمعية محلية

تستند مؤسسة كير مصر إلى الخبرة المتراكمة لمنظمة كير الدولية في مصر، والتي يمتد وجودها في البلاد منذ عام 1954، حيث تعمل المؤسسة على تصميم وتنفيذ برامج ومشروعات تنموية تهدف إلى تحسين الظروف المعيشية وتعزيز جودة الحياة للفئات الأكثر احتياجا، من خلال معالجة الأسباب الجذرية للفقر وتعزيز التنمية المستدامة في المجتمعات المحلية.
 برنامج الزراعة والموارد الطبيعية:

يهدف برنامج الزراعة والموارد الطبيعية إلى تعزيز فرص الوصول العادل والمستدام إلى الموارد الطبيعية والخدمات في المجتمعات الريفية، فضلاً عن دعم صغار المزارعين اقتصادياً مع التركيز بشكل خاص على تمكين المرأة.

ويعمل البرنامج بالتعاون مع مجموعة متنوعة من الجهات المعنية – مثل منظمات المجتمع المدني ووزارتي الزراعة والري – إلى جانب إقامة شراكات مع القطاع الخاص، وذلك بهدف إحداث تغيير ملموس في القطاع الزراعي في مصر.
مشروع “المياه حياة” – المرحلة الثالثة:

تسعى المرحلة الثالثة من مشروع “المياه حياة” إلى تحسين كفاءة استخدام المياه والإنتاجية الزراعية لدى صغار المزارعين في محافظة البحيرة، وذلك من خلال تركيب أنظمة ري حديثة وتعزيز الممارسات الزراعية الذكية مناخيًا. وبناءً على ما تم إنجازه في المراحل السابقة، ستدعم هذه المبادرة تحويل أنظمة الري التقليدية إلى أنظمة ري بالتنقيط عالية الكفاءة، وبناء القدرات الفنية للمزارعين، وتقليل فاقد المياه، وتعزيز استدامة الإنتاج الزراعي. تستهدف المبادرة مساحة تقارب 30 فدانًا من الأراضي الزراعية، وستعمل عن كثب مع المزارعين، والجهات المحلية المعنية، والخبراء الفنيين لضمان نجاح تركيب
وتشغيل وصيانة أنظمة الري.
