Legal Awareness sessions

The objective of this assignment is to deliver Legal awareness sessions to refugees to provide attendees with basic information on their rights, specifically focus on legal procedures regarding issuing legalized marriage licenses, divorce certificates, and birth certificates, as well as the legislation on sexual harassment, and legislation and reporting around cyber violence. Moreover, early marriage will be tackled from a legal perspective, especially in sessions that include male participants, as from CARE’s experience, it appears that fathers are often the ones who force their daughters into this harmful traditional practice.

After every session, pre- and post- evaluation surveys will be conducted, in order to evaluate whether attendees have gained knowledge on refugees’ legal rights, legal criminalization of early marriage, custody, and types of GBV. Sessions will be additionally followed by individual legal consultations to support survivors of GBV on a case-by-case basis.

Note:

Expected flexibility and availability to finish all sessions before the end of the task in December 2023. Consultants are expected to work in Cairo, Alexandria.

Cairo refers to Greater Cairo areas, and Alexandria could include delta and north coast governorates.

Baseline Survey

The goal of the project is to promote social participation and achieve gender equity by facilitating access to public services through dialogue between health service providers and recipients. It aims to engage male and female youth as well as People with Disabilities (PwD) in the local decision-making process. CARE Egypt is focused on increasing the impact of youth in service provision to improve overall health outcomes. To achieve this, the project will utilize knowledge and materials from official bodies such as research centers, ministries, and relevant authorities.
The project will be implemented in Assiut and Sohag with a specific focus on enhancing sexual and reproductive health services. It will employ a social accountability methodology and a participatory approach, using tools like the gender-responsive Citizen’s Charter that is inclusive of PWD. Gender equity will be promoted throughout the interventions, incorporating the gender integration and mainstreaming index based on the gender equality framework (Agency, Relationship, and Structures). Stakeholders and power imbalances will be analyzed to bridge gaps and address gender imbalances within relationships.
The methodology aims to develop a concise document in consultation with health service providers and recipients. This document will outline service evaluation criteria and methods, providing citizens with necessary information about the services provided by governmental bodies. Additionally, it will regulate communication channels between service recipients and providers, seeking their opinions on service quality and methods of improvement. The project will also establish a grievance system to build trust between the parties involved and involve Civil Society Organizations (CSOs), youth groups, and service providers in its implementation.
The main goal of the project is:
Strengthening the social engagement of male/female youth and achieving gender equality for the services offered by the health units by supporting the channels of dialogue between service providers and recipients; to facilitate the reach of general services to the marginalized groups, particularly young men and women and PWDs, as well as their integration in decision-making.
The three outcomes of the project are:
1. Organized civil and youth society that is well-informed and has the ability to engage with influencers in decision-making formally and informally.
2. Efficient mechanisms for engagement in decision-making between service providers and recipients (particularly male and female youth and PWDs)
3. Decision-makers more responsive to the needs of male/female youth and PWDs, and subject to the principles of accountability and transparency

أثر الصراع الحالي في السودان بشكل كبير على مصر ، حيث يقدر عدد اللاجئين السودانيين الجدد بـ 164،000 و 55،065 طالب لجوء بالإضافة إلى ما يقرب من 800،000 لاجئ سوداني يقيمون بالفعل في مصر (المفوضية السامية للأمم المتحدة لشؤون اللاجئين ، مارس 2023). أدى هذا التدفق إلى تعطيل التجارة والنقل وفرض ضغوطًا على الموارد والبنية التحتية ، وأثار مخاوف بشأن الأمن واحتمال انتشار العنف إلى مصر ، لا سيما في المجتمعات الحدودية. تشمل الاحتياجات الأساسية الاحتياجات الأساسية التي لم تتم تلبيتها ، مثل الغذاء والماء والمأوى والرعاية الصحية ؛ الوضع القانوني والوثائق الضرورية للاجئين للوصول إلى الخدمات الأساسية والحماية ؛ المهارات التعليمية والحياتية للأطفال والشباب اللاجئين ؛ والحماية من التمييز والاستغلال والعنف. يسعى هذا المشروع المقترح لمدة عام واحد إلى معالجة مخاوف اللاجئين الوافدين الجدد في أسوان. والقاهرة والإسكندرية من خلال التواصل والإحالة للشركاء والمشروعات الأخرى القائمة داخل المؤسسة ، لتزويدهم بخدمات الحماية والاستجابة ، خاصة في أسوان. ستعطي الأنشطة الأولوية للاحتياجات الملحة للاجئات اللاتي يشكلن غالبية الوافدين الجدد.
وصف البرنامج ومدته وموقعه:
الهدف الرئيسي من هذا التدخل حتى نهاية ديسمبر 2023 هو تنفيذ وتعزيز آليات الوقاية من العنف القائم على النوع الاجتماعي والاستجابة له للاجئين السودانيين الذين وصلوا إلى أسوان والقاهرة والإسكندرية من خلال تبني مجموعة من مناهج التنمية المجتمعية القائمة على الحقوق والتي تركز على الناجين. النتائج المتوقعة من هذا المشروع:

Self-defense workshops

The objective of this assignment is to conduct self-defense workshops empowering refugees living in disadvantaged positions by increasing their access to knowledge and resources to protect themselves. Each workshop will be attended by 25 participants who will be taught how to have the proper mind-set while being in stressful or threatening confrontations, physical and verbal self-defence tactics, and the importance of being aware of their surroundings. This will not only increase women and teenage girls’ awareness on self-protection measures, but it will also help them to overcome fear, discover their strengths, adopt the concept of being in control of their lives, develop self-esteem, and feel empowered.

Sexual and Reproductive Health Awareness

The objective of this assignment is to deliver sexual and reproductive health (SRH) awareness sessions will be provided to attendees. Presented to women and teenage girls separately, these sessions will present accurate information and allow women and girls to ask questions in a comfortable environment.

These will encourage participants to speak openly on sexual and reproductive health including menstruation, family planning, and use of contraceptives. They will also be used to introduce the available medical services in Cairo and Alexandria for SGBV survivors, particularly in relation to the medical consequences associated with sexual and physical violence, and the 72-hour time frame for responding to rape incidents. the project tends to decrease the Early Marriage rates between the refugee Communities especially Syrians. In order to combat this trend, 7-day early marriage training will be carried out for Syrian and host communities’ women and teenage girls Health awareness session that will cover reproductive health, in addition to explaining how women can deal with their children during puberty and teenage years. The medical consequences of early marriage will then be highlighted in order to emphasize that early marriage is a violation of women’s rights.

In order to monitor the sessions, pre- and post- surveys will be carried out, measuring attendees’ knowledge on gender-based violence, family planning, contraceptives, and available services.

Scope of Work and Deliverables:

The consultant’s main deliverables are:

The consultant shall provide 16 Health awareness sessions: 10 in Cairo (6 for women, 4 for teenage girls) and 6 in Alexandria (3 for women 3 for teenage girls) to reach in total 400 beneficiaries Women and adolescent girls from refugees, asylum seekers and host communities at Cairo and Alexandria

The consultant shall provide material with the content of the SRH awareness sessions. Content must be appropriate for women and teenage girls and it should be discussed with the project’s team and approved by CARE before conducting the sessions.

The consultant shall provide pre and post surveys measuring change in participants’ knowledge in the content delivered must be appropriate for women, men and teenage girls and boys. Pre and post surveys should be approved by CARE before conducting the sessions.

The consultant shall Provide 2 reports on (15^th of August and 15^th of December 2023) documenting the process and results of the intervention. . Reports must include individual and collective results of pre and post surveys conducted measuring the change in attendees’ knowledge towards SRH and medical consequences of FGM and child marriage.
