Projects Objectives:

The objective is to improve the economic prospects conditions of women and men in informal settlements as well as promote social entrepreneurship as a driver for social change among vulnerable groups like refugees, girls, and women. This will be achieved through promoting social enterprise concept in local communities, developing the entrepreneurial and business skills of the beneficiaries and linking infrastructure development activities with training and employment opportunities for residents of target areas. There will be training, employment and SME support that are relevant to the economic activities prevalent in their area or with high growth potential. Three main components:

Integrating People with Disabilities Copy

The goal of the project, activating the role of young people in public services through social accountability, is to promote social participation and achieve gender equity by facilitating access to public services through dialogue between health service providers and recipients. It aims to engage male and female youth as well as people with disabilities (PWDs) in the local decision-making process. CARE Egypt is focused on increasing the impact of youth in service provision to improve overall health outcomes. To achieve this, the project will utilize knowledge and materials from official bodies such as research centers, ministries, and relevant authorities.
The project will be implemented in Assiut and Sohag with a specific focus on enhancing heatlh services provided by the local health unit with a focus on sexual and reproductive health services. It will employ a social accountability methodology and a participatory approach, using tools like the gender-responsive Citizen’s Charter that is inclusive of PWD. Gender equity will be promoted throughout the interventions, incorporating the gender integration and mainstreaming index based on the gender equality framework (Agency, Relationship, and Structures). Stakeholders and power imbalances will be analyzed to bridge gaps and address gender imbalances within relationships.
The methodology aims to develop a concise document in consultation with health service providers and service recipients. This document will outline service evaluation criteria and methods, providing citizens with necessary information about the services provided by governmental bodies. Additionally, it will regulate communication channels between service recipients and providers, seeking their opinions on service quality and methods of improvement. The project will also establish a grievance system to build trust between the parties involved and involve Civil Society Organizations (CSOs), youth groups, and service providers in its implementation.

Independent Verification Agent (IVA)

The Ministry of Education and Technical Education (MoETE) requested World Bank support to strengthen the reform of the system through EDU 1.0 (Current Education system) and provide an enabling environment to catalyze EDU 2.0 (New education system). The WB-financed Project will support MoETE education reform program (2018-2030) over a five-year implementation period (2018-2025) to strengthen the reform of the current education system and intends to apply part of the proceeds for consulting services. The Project Coordination Unit (PCU), Ministry of Education and Technical Education (MoETE) contracted Care Egypt Foundation, as an Independent Verification Agent (IVA). CARE will prepare periodic and annual Results Verification Reports that will be simultaneously submitted to the PCU and the World Bank to guide the disbursement amount of the loan. CARE Egypt Foundation has been commissioned to verify results achievement, in accordance with the agreed methodology, as laid out in a Verification Protocol matrix and have been physically delivered, in an approved manner, and properly documented. Results will be verified through administrative records and documents, independent verification, through consultations and spot checks with implementation agencies. to confirm the submitted data and test the accuracy of results claimed. CARE will undertake the following tasks: • Carry out the following verification work: a. Review of Documents and Records: CARE experts will review the availability and completeness of required action plans, research, and strategy documents for the verification of different DLR targets, as applicable. b. Verify that results have been completed and have received the required endorsements and approvals as per agreed protocols in each stage. • Prepare a results verification report based on the evidence received from the different sources of DLR-related information and integrated by the MoETE.

بنهاية سبتمبر 2025، يكون قد تم تعظيم تأثير البرامج المقدمة (لها صفة الاستدامة، والشرعية المجتمعية) من عدد 190 من المنظمات غير الحكومية عالية الأداء ((Hi-Per، والمنظمات غير الحكومية ذات الإمكانات العالية ((Hi-Po، والمنظمات غير الحكومية متوسطة الأداء (Med-Per)، والمنظمات غير الحكومية المصرية بشكل عام (النظام الإيكولوجي) في خمس محافظات مصرية.

كما سيسهم البرنامج بشكل كبير في دعم مجتمع مدني حيوي يتخذ من المجتمع شرعيته، ويعمل لخدمة المجتمعات المصرية الأكثر احتياجا وهشاشة.

Y-PEER Training of Trainers

The Women’The women Rights Program is designed to empower poor and marginalized women in Egypt who suffer from rights’ violation. Its impact goal is: By 2025, poor women in Egypt especially in Upper Egypt are empowered and enjoying a better quality of life, having attained their rights. In order to achieve this goal, the program works with both the duty bearers in government and civil society, as well as rights bearers, women themselves, to address discriminatory attitudes and behavior towards women and girls.

 

One of the main issues women face as gender-based violence is domestic violence, however, harmful practices still widely prevail within the society’s traditions. Female Genital Mutilation (FGM) and early marriage practices/crimes.

 

CARE Egypt has been selected by UNFPA to implement a project addressing Gender Based Violence against women in Upper Egypt. This project works towards ending FGM and early marriage, and supporting survivors who experienced any types of violence, exploitation, or abuse in the areas of Assiut, Sohag, Menya and Beni Suef.

 

The project will contribute to the long-term impact of ”women and girls in target communities fully enjoy their lives free of the risk of FGM and early marriage’’. It seeks to address the root causes of FGM and early marriage, develop a set of interventions targeting various stakeholders. These interventions aim to raise community awareness on reproductive health and girls’ education, actively engage men and boys in the discussion against early marriage, equip a cadre of local volunteers with the knowledge and skills needed to actively participate in the efforts to reduce the prevalence of harm practices and finally, networking all efforts in organized advocacy campaigns capable to achieve more gains that give women and girls a safe environment free from harmful practices in the targeted governorates.

 

 

Upon the partnership between CARE Egypt, UNFPA and Y-PEER Egypt to empower young people’s agency to make informed decisions regarding their Sexual and Reproductive health and Family Planning also promoting healthy lifestyle through peer-to-peer approach.

The activities for SRHR education, and Family planning through comprehensive information, among young people as stipulated in the project are to be held through Y-PEER Egypt members in collaboration with CARE Egypt and supported by UNFPA Egypt.

The Objectives of the Consultancy Assignment

CARE Egypt is commissioning a Final Evaluation Study. The purpose of this evaluation study is to assess the  achievements compared to the baseline findings, the quality and the results of the action. From this perspective, evaluation should look for evidence of why, whether or how these results are achieved , identify factors driving or hindering progress and identify unintended outcome as a result of the project implementation. Evaluation should provide an understanding of the cause and effects links between inputs and activities, and outputs, outcomes and impacts. Evaluations should serve for accountability, decision making, learning and management purposes.

The main objectives of this evaluation are to provide the interested stakeholders with an overall independent assessment of the “Engaging Civil Society and Youth in Climate Change Adaptation and Mitigation in Egypt  – CLIMATE Smart Agriculture for Life (CSA4L)” “, paying particular attention to its results measured against its objectives; key lessons and recommendations in order to improve current (if relevant) and future interventions .

The analysis of the baseline study results, along with the analysis of the final evaluation will allow us to explore the project’s impact on the engagement of civil society in climate change adaptation and mitigation. It will also allow us to understand knowledge, attitudes and agricultural practice changes for small farmers as well as youth groups in regards to applying community-based monitoring and is expected to be a source of learning for all project stakeholders.

أثر الصراع الحالي في السودان بشكل كبير على مصر ، حيث يقدر عدد اللاجئين السودانيين الجدد بـ 164،000 و 55،065 طالب لجوء بالإضافة إلى ما يقرب من 800،000 لاجئ سوداني يقيمون بالفعل في مصر (المفوضية السامية للأمم المتحدة لشؤون اللاجئين ، مارس 2023). أدى هذا التدفق إلى تعطيل التجارة والنقل وفرض ضغوطًا على الموارد والبنية التحتية ، وأثار مخاوف بشأن الأمن واحتمال انتشار العنف إلى مصر ، لا سيما في المجتمعات الحدودية. تشمل الاحتياجات الأساسية الاحتياجات الأساسية التي لم تتم تلبيتها ، مثل الغذاء والماء والمأوى والرعاية الصحية ؛ الوضع القانوني والوثائق الضرورية للاجئين للوصول إلى الخدمات الأساسية والحماية ؛ المهارات التعليمية والحياتية للأطفال والشباب اللاجئين ؛ والحماية من التمييز والاستغلال والعنف. يسعى هذا المشروع المقترح لمدة عام واحد إلى معالجة مخاوف اللاجئين الوافدين الجدد في أسوان. والقاهرة والإسكندرية من خلال التواصل والإحالة للشركاء والمشروعات الأخرى القائمة داخل المؤسسة ، لتزويدهم بخدمات الحماية والاستجابة ، خاصة في أسوان. ستعطي الأنشطة الأولوية للاحتياجات الملحة للاجئات اللاتي يشكلن غالبية الوافدين الجدد.
وصف البرنامج ومدته وموقعه:
الهدف الرئيسي من هذا التدخل حتى نهاية ديسمبر 2023 هو تنفيذ وتعزيز آليات الوقاية من العنف القائم على النوع الاجتماعي والاستجابة له للاجئين السودانيين الذين وصلوا إلى أسوان والقاهرة والإسكندرية من خلال تبني مجموعة من مناهج التنمية المجتمعية القائمة على الحقوق والتي تركز على الناجين. النتائج المتوقعة من هذا المشروع:
تحسين الوصول إلى خدمات الاستجابة للعنف القائم على النوع الاجتماعي للاجئين السودانيين في أسوان.
زيادة الوعي والمعرفة بالقضايا السائدة المتعلقة بالنوع الاجتماعي بين اللاجئين السودانيين الذين يصلون إلى أسوان .
تعزيز الرفاهية الاجتماعية / العقلية والقدرة على الصمود بين اللاجئين السودانيين.
قدرات المنظمات غير الحكومية المحلية والمنظمات المجتمعية في أسوان حول موضوعات إدارة حالات العنف القائم على النوع الاجتماعي والإسعافات الأولية النفسية.
