The Women’s Rights Program is designed to empower poor and marginalized women in Egypt who suffer from rights’ violation. Its impact goal is: By 2025, poor women in Egypt especially in Upper Egypt are empowered and enjoying a better quality of life, having attained their rights. In order to achieve this goal, the program works with both the duty bearers in government and civil society, as well as rights bearers, women themselves, to address discriminatory attitudes and behavior towards women and girls.
One of the main issues women face as gender-based violence is domestic violence, however, harmful practices still widely prevail within the society’s traditions. Female Genital Mutilation (FGM) and early marriage practices/crimes.
CARE Egypt has been selected by UNFPA to implement a project addressing Gender Based Violence against women in Upper Egypt . This project works towards ending FGM and early marriage, and supporting survivors who experienced any types of violence, exploitation, or abuse in the areas of Assiut, Sohag, Menya and Beni Suef.
The project will contribute to the long-term impact of ”women and girls in target communities fully enjoy their lives free of the risk of FGM and early marriage’’. It seeks to address the root causes of FGM and early marriage, develop a set of interventions targeting various stakeholders. These interventions aim to raise community awareness on reproductive health and girls’ education, actively engage men and boys in the discussion against early marriage, equip a cadre of local volunteers with the knowledge and skills needed to actively participate in the efforts to reduce the prevalence of harm practices and finally, networking all efforts in organized advocacy campaigns capable to achieve more gains that give women and girls a safe environment free from harmful practices in the targeted governorates.

Information about SWoMo WPS Project:

The strengthening Women’s Rights Movements on the Women, Peace, and Security Agenda in three fragile contexts project in Egypt, Iraq and South Sudan is a 3-year BMZ-funded (through CARE D) project running from July 2022 through June 2025. This project supports women’s rights organizations to work with marginalized communities on women’s rights and gender equality in their respective countries as part of wider women’s rights movements, including on UNSCR 1325 and the Women, Peace, and Security (WPS) agenda. This project understands women’ s rights movements to consist of women’s rights organizations (WROs) and marginalized groups of women and girls. The project will work with WROs both as implementing partners (Projekträger, or PT) and as Target Groups (Zielgruppen, or ZG). The term “project WROs” will be used to refer to both PT- and ZG-WROs. In Egypt, the project will directly target 12 WROs (2 PT-WROs, 10 ZG-WROs), 52 WRO staff, representatives and volunteers, 500 women and girls from excluded groups, and 30 decision-makers (5 national-level, 25 governorate level). Indirectly, the project will aim to reach 5,000 people in Egypt, 65% women and girls, and 35% men and boys. The project will work in Cairo, Giza, Qalioubia, Assuit, and Sohag.

In Egypt, CEF will work with two implementing partners (Projektträger, or PT) WROs: Centre for Egyptian Women Legal Assistance (CEWLA) and Appropriate Communication Techniques for Development Center (ACT). In Iraq, CARE Iraq will work with three PT-WROs: Women Empowerment Organization (WEO), Better World Organization (BWO), and Baghdad Women Association (BWA). In South Sudan, CARE South Sudan will work with three PT-WROs: Young Women Christian Association of South Sudan (YWCA), Women Empowerment Center South Sudan (WECSS), and Women Agency for Progress Organization (WAPO).

The role of CEF and the two CARE country offices will be to provide project coordination and organizational and technical capacity development, with a focus on the WPS agenda. In the course of the project, the eight PT-WROs will take on greater leadership and responsibility, supported by the long-term mentorship, coaching and technical assistance of CEF, CARE Iraq and CARE South Sudan.

The objective of this assignment is two-fold as the following:

• To hire external psychologist or a company/consultancy to provide psychosocial support to adult GBV survivors refugees and asylum seekers, men and women either through individual sessions. This is in order to address their mental and social wellbeing by applying different tools and methodologies.
• To hire external psychologist or a consultancy/ child therapy services to provide child therapy will also be provided to GBV survivors or first-degree relatives of child GBV survivors refugees and asylum seekers aged 5 to 17, girls and boys. Children will become aware of their emotions and phases of pain (denial, anger, and depression). They will additionally learn how to express their feelings, to deal with their pain and seek help, and to protect themselves from various types of violence.

Pre- and post- tests should be conducted in order to monitor the knowledge and behavior of the survivors and to evaluate whether survivors have gained increased knowledge on GBV in general and psychosocial support in particular

The objective of this assignment is to deliver Legal awareness sessions to refugees to provide attendees with basic information on their rights, specifically focus on legal procedures regarding issuing legalized marriage licenses, divorce certificates, and birth certificates, as well as the legislation on sexual harassment, and legislation and reporting around cyber violence. Moreover, early marriage will be tackled from a legal perspective, especially in sessions that include male participants, as from CARE’s experience, it appears that fathers are often the ones who force their daughters into this harmful traditional practice.

After every session, pre- and post- evaluation surveys will be conducted, in order to evaluate whether attendees have gained knowledge on refugees’ legal rights, legal criminalization of early marriage, custody, and types of GBV. Sessions will be additionally followed by individual legal consultations to support survivors of GBV on a case-by-case basis.

 Note:

Expected flexibility and availability to finish all sessions before the end of the task in December 2023. Consultants are expected to work in Cairo, Alexandria.

Cairo refers to Greater Cairo areas, and Alexandria could include delta and north coast governorates.
