Legal Consultancy – Extra Fund

Objective of the Assignment:

The objective of this assignment is two-fold:

  1. CARE will continue to work with legal organizations to offer legal assistance to GBV survivors on a one-on-one basis, providing legal advice and attending court cases when needed. Legal services may also include legal counselling, filing police reports, issuing marriage or birth certificates, and filing for divorce or custody. 50 GBV survivors will benefit from legal services.
  2. Legal awareness sessions: Women will receive information about their rights, and on Egypt’s personal status law and applicability as Sudanese refugees. Sessions will include legal information on issuing legal marriage, age of consent, marital rape, reproductive coercion, divorce certificates, birth certificates, legislation concerning sexual harassment, land ownership, Female Genital Mutilation (FGM), and other relevant topics raised by participants.

Scope of Work and Deliverables:

The consultant’s main deliverables are:

  • Legal sessions: The consultant shall provide offline awareness sessions to reach in total 120 beneficiaries, each group consists of 20 participants. b. The consultant shall provide a document with the content of the legal awareness sessions. Content should be approved by CARE before conducting the sessions. c. The consultant shall provide pre and post surveys measuring change in participants’ knowledge in the content delivered. Pre and post surveys should be approved by CARE before conducting the sessions. Analysis of the pre and post surveys will be done by the consultant and shared with CARE for reviewing and confirming. d. The consultant shall provide handouts to participants containing legal information to supplement the sessions. Handouts must be approved by CARE before conducting the sessions. e. Generate reports on each session conducted. Reports must include individual and collective results of pre and post surveys conducted measuring the change in attendees’ knowledge towards their legal rights, legal procedures in the host country and legal consequences of sexual harassment, early marriage and FGM.

2- Legal Assistance: a. The lawyer shall provide 50 cases with legal counseling, representation and action to SGBV survivors from the refugees’ population (the target is to be divided equally between Aswan and Cairo). b. The lawyer is expected to accompany SGBV survivors in filing police reports and court cases whenever necessary. c. Generate monthly reports and case studies. Reports must include updates and progress on each individual case handled by the consultant. d. The legal consultant is assigned to continue follow-up with extended legal procedures of the beneficiaries that takes time ahead the life span of the project.

Psycho social Support for GBV Survivors – UN

Scope of Work and Deliverables:

The consultant’s main deliverables are:

  • The consultant shall provide 244 SGBV survivors with individual psychosocial support/ counseling (The target is to be divided between Alexandria and Cairo). Exceptional cases could be considered to receive additional sessions after consultation with CARE’s project advisor.
  • Professional psychiatrists and counselors are expected to hold 6 to 8 physical individual sessions with each SGBV survivor in accordance with his/ her needs; where the session duration ranges from 45 to 60 minutes with the provision of an average of 30 hours per week, which reveals 120 hours/ month; with maximum 8 sessions per day for each psychologist.
  • The previously mentioned sessions for adults and children are to be delivered in the form of one-to one/ individual session. The consultant will determine this upon actual needs and in coordination with CARE’s project advisor
  • The consultant shall provide pre- and post-surveys measuring the change in survivors’ wellbeing. Pre and post-surveys should be approved by CARE before conducting individual counseling.
  • Generate monthly reports and case studies. Reports must include updates and progress on each individual case handled by the consultant. Reports must include individual results of pre and post-surveys conducted, measuring the change in survivors’ psychosocial well-being.
  • Documenting the psychosocial session progress, including client history, therapeutic objectives, and interventions, through a preset file system by either the consultant with CARE.
  • Schedule appointments with survivors upon referrals received from Case Management Supervisors and follow attendance of assigned cases.
  • Provide attendance sheets for beneficiaries and the consultants providing the sessions.
  • The capacity to request the psychologist to attend psychological sessions outside of their premises. EX: at CARE’s or friendly spaces or home visits for extremely vulnerable cases which is determined by the case manager.
  • Send Technical and financial offer for 244 cases and for 195 cases.

Duties and Responsibilities

  • Meeting with the project team to discuss and agree on the content of the sessions and refine the work plan for the execution of the assignment with CARE’s internal psychologists.
  • Generate detailed report on each case including the pre- and post-tests’ analysis.
  • Attend a monthly meeting with CARE Case Management Supervisor, Project Manager, and M&E unit.
  • Respect and ensure the privacy of all beneficiaries, and maintain a non-discriminatory attitude at all times regardless of ethnicity, religious beliefs, sexual orientation, and political affiliation.

Volunteering Principles & Capacity Building

Scope/Specific Activity:

In order to reduce harm practices against girls and women, while focusing on FGM and early marriage in the targeted communities, this project works on agency (women and girls), relations (men and boys) and structures (advocacy for policy change). The project is built on capacitating a cadre of local volunteers and champions who help in the implementation of all project activities, including awareness sessions against FGM, child marriage, as well as assist and lead in engaging the community – particularly men and boys – in ending violence against women. In order to capacitate these volunteers, capacity building camps in which new volunteers are trained on the technical material and session roll-outs is implemented each year. During the 4-day camp, volunteers are also capacitated on the ethics and principles of volunteering.

This year, a total of 100 new volunteers will be trained in the camp, 25 from each of the target governorates. The training camp modality will be as follows: the gender advisor and the consultancy team will work in parallel across the 4-days by dividing the 100 volunteers into two groups. That means that each trainer/consultant will be repeating the same activity with the two groups.

Objective & Modality:

CARE Egypt is seeking a consultant to train 100 volunteers across 4 days (emulating the same 2-day training twice with a group of 50 volunteers) on the ethics and principles of volunteering, the foundations of volunteering, why volunteering is important…etc.

, with the ability to host 116 persons (100 volunteers, 10 project staff, 5 consultancy team staff, and 1 guest speaker) in a full-board capacity on the second week of May 2024, starting from Monday May the 6th.

About the program

The program supports youth by providing learning and employment opportunities in various fields while developing their personal, vocational, and digital skills to qualify them to enter the labor market.

Project Background:

The project (employment and skills development in slum areas in Beheira and Assiut-Forsety) aims through its three components (employment – entrepreneurship – training for technical education) to promote youth employment and enhance their skills.

 Objective of the advisory mission:

The purpose of this terms of reference is to hire a company/filmmaker with strong experience in documentary production and filmmaking to produce a 3–5-minute video documenting the project’s success stories, activities, and interviews with beneficiaries in Asyut and Behira. The material will also be used to create promotional small videos out of the original video and take still images while filming.

The purpose of this documentary is to shed light on the efforts of the locally-led adaptation and resilience efforts that CARE Egypt is creating for youth who benefited from the program, with a particular focus on women beneficiaries, documenting the different phases of implementation to give the audience an idea of the process.

مشروع طور وغير

هو مبادرة أطلقتها شركة مايكروسوفت مصر بالتعاون مع وزارة الشباب الرياضة منذ 2012 وأنضمت لها وزارة الاتصالات وتكنولوجيا المعلومات في 2015 وتقوم مؤسسة كير مصر للتنمية بتنفيذه من خلال الشراكة مع شركة مايكروسوفت مصر منذ يوليو 2019 علماً بأن التوسع في المشروع سيستمر حتي 30 يونيو 2024 للمساهمة في حل مشكلات البطالة والأمية الرقمية للشباب المصري، وذلك من خلال توفير نظام متكامل يجمع بين التدريب والتأهيل وبناء القدرات والتوظيف. يهدف مشروع “طور وغير” إلى العمل على سد الفجوة بين احتياجات سوق العمل وقدرات الشباب من خلال بناء قدرات أكثر من 5 مليون من الشباب وتنمية مهاراتهم التكنولوجية والرقمية وفقا لمتطلبات الثورة التكنولوجية كما يتم تقديم الاستشارات المهنية وخدمات التدريب إلى جانب تشجيع ريادة الأعمال وتبني الأفكار الابتكارية .

“السلامة والتمكين والحماية للاجئين السوريين وغير السوريين والمجتمعات المضيفة في مصر”

مشروع مدته سنتين يعمل علي تغيير المعايير الخاطئة المبنية علي النوع الإجتماعي وبالتالي الحد من العنف الجنسي وزيادة حماية الطفل. بالإضافة إلى العمل على رفع وعي أفراد المجتمع من السيدات والرجال وإدراج تدخلات تستهدف حماية أطفال المستفيدات.

Summary of Ending Violence against Women’s and Girls in Egypt (EVAWG)

CARE Egypt Foundation for Development is starting an new project Ending Violence Against Women and Girls (EVAWG) is a groundbreaking program to prevent and respond to violence against women and girls (VAWG) in Egypt with a specific focus on Child, Early, and Forced Marriage (CEFM), Female Genital Mutilation/Cutting (FGM/C), and Seasonal Marriage.

Working in an anticipated 12 communities across Behera, Dakahlia, Sharkia, Assuit, Sohag, and Fayoum, anticipated results include reaching 175,000 direct beneficiaries (and up to 15 million with media outreach) and 1 million indirect beneficiaries.

ملخص مشروع إنهاء العنف ضد النساء والفتيات في مصر

بدأت مؤسسة كير مصر للتنمية مشروعًا جديدًا لإنهاء العنف ضد النساء والفتيات (EVAWG) وهو برنامج رائد لمنع العنف ضد النساء والفتيات (VAWG) في مصر والاستجابة له مع التركيز بشكل خاص على زواج الأطفال والزواج المبكر كشكل من أشكال الأتجار بالبشر ، وتشويه/بتر الأعضاء التناسلية للإناث، والعنف الأسرى و التحرش الجنسى

Objective of the Assignment:

The objective of this assignment is:

  • CARE Egypt is looking for professional psychiatrists and counselors that can provide individual psychosocial support/ counseling to 96 GBV survivors who experienced any type of SGBV incidents. Refugees traumatized by SGBV often have trouble making decisions and rebuilding their lives, so these sessions have trauma recovery as their main objective. Psychosocial support around well-being is also a key component to identify and address SGBV among Syrian and non-Syrian refugee communities.

Consultants will be expected to work in Alexandria, Damietta, Dakahlia, and Cairo in certain areas that will be defined.

Scope of Work and Deliverables:

The consultant’s main deliverables are:

  • Individual psychosocial support/ counseling:
  1. The consultant shall provide 96 SGBV survivors with individual psychosocial support/ counseling (The target is to be divided between Alexandria, Damietta, Dakahlia, and Cairo).
  2. Professional psychiatrists and counselors are expected to hold 6 to 8 physical individual sessions with each SGBV survivor in accordance with his/ her needs; where the session duration ranges from 45 to 60 minutes with the provision of an average of 30 hours per week, which reveals 120 hours/ month; with maximum 8 sessions per day for each psychologist.
  3. The consultant shall provide pre- and post-surveys measuring the change in survivors’ wellbeing. Pre and post-surveys should be approved by CARE before conducting individual counseling.
  4. Generate monthly reports and case studies. Reports must include updates and progress on each individual case handled by the consultant. Reports must include individual results of pre and post-surveys conducted, measuring the change in survivors’ psychosocial well-being.
  5. Generate final report with no details (due to confidentiality) to confirm that the services are done
  6. Documenting the psychosocial session progress, including client history, therapeutic objectives, and interventions, through a preset file system by either the consultant with CARE.
  7. Schedule appointments with survivors upon referrals received from Case Management Supervisors and follow attendance of assigned cases.
  8. Provide attendance sheets for beneficiaries and the consultants providing the sessions.
  9. The capacity to request the psychologist to attend psychological sessions outside of their premises. EX: at CARE’s or friendly spaces or home visits for extremely vulnerable cases which is determined by the case manager.

Duties and Responsibilities

  1. Meet with the project team to discuss and agree on the content of the sessions and refine the work plan for the execution of the assignment.
  2. Attend a monthly meeting with CARE Case Management Supervisor, Project Manager, and M&E unit.
  3. Respect and ensure the confidentiality of all beneficiaries, and maintain a non-discriminatory attitude at all times regardless of ethnicity, religious beliefs, sexual orientation, and political affiliation. As well as a code of conduct and professional therapeutic relations.
  4. Attend a monthly meeting with CARE Case Management Supervisors, Project Manager and M&E unit.
  5. Commitment to provide a monthly and final of Vendor’s time sheet
  6. Commitment to provide a monthly and final report on Beneficiaries’ attendance
  7. Commitment to provide final report with no details (due to confidentiality) to confirm that the services are done.
